Chronologically, it doesn't seem likely that Draco has the dark mark, given
that Draco was no more than 26 months old when Voldemort was first defeated,
and at least as of the end of Book 4, had only been *back* a few days.
I get the impression that only Voldemort can mark a Death Eater, so it's not
something Lucius could've done in his "absence".
