Perhaps he was able to touch Harry because he meant him no harm at
that particular moment. Remember, Quirrell was trying to kill him.
It's all rather confusing...but I think you have to be attempting to
kill Harry, not just hurt him. Otherwise Wormtail couldn't have cut
him....
