Doesn't Voldemort say it GoF that Harry couldn't have been touched at 
Hogwart's or in the care of his relations?  So, Dumbledore left Harry 
on Privet Drive so that he was protected.  The Dursleys were his only 
known relatives.  And that's why a portkey had to be used to remove 
Harry from Hogwart's so he could be harmed.
