I made the same inferrence once and was politely corrected.  JKR 
stated there would be a female DADA teacher in the future, but she 
did not say it would necessarily be in Book 5 - could be 6 or 7.  See

My pet theory though is that Mrs. Figg will turn up at some point in 
Book 5 as the DADA instructor.  Oh, and she will not be evil.
