I tend to agree with your analysis. At least, I believe that, in the
framework of the American legal system, the administrative agencies
(e.g. the FDA, the FTC, the EPA) have some combination of executive,
legislative, and judicial powers. So it can be done, somehow. On the
other hand, most, if not all, administrative hearings can be appealed
to a court of law (uh, I think).
