There's also the possibility (given Grindelwald's name) that his 
action did not take place in Britain, and therefore did not involve 
the British Ministry of Magic.

BTW, what does Grindelwald mean?  I know that wald is German for 
forest, and Grindel sounds suspiciously like the monstrous villain in 
Beowulf.  Odd name for a wizard, though, either way.
