I think Frank Bryce the gardener is an example of a sympathetic 
Muggle character.  When he is eavesdropping on Voldemort and Wormtail 
at the beginning of GoF, his shocked reaction shows that he is 
clearly on a much higher moral plane than the two evil wizards.  He 
also seems to be fairly intelligent.  And I felt that we were meant 
to feel some sorrow at his death.  So I don't think JKR lacks 
sympathy for her Muggle characters.

(By the way, this is my first actual post, but I've been "lurking" 
for awhile.  I think it's great that the adult HP fan community is so 
large and active!)
