OK, here's my feeling abou this, which I hope isn't riddled with 
holes.

Snape comes into the Shrieking Shack under the cloak, and he hears 
Lupin explaining his werewolf days and hears that his old enemies are 
anaimagi.  Later, he tells Fudge that the trio has been confunded.

So perhaps the answer to why Snape doesn't tell Fudge that Sirius is 
some (unknown) type of animagus is simply that Snape does not believe 
what he hears.  He thinks Lupin and Sirius are confunding the kids, 
so the whole werewolf days/animagus story is a hoax.  Thus, the fact 
that Snape is surprised in GoF that Sirius really is an animagus 
makes perfect sense -- he never believed it in the first place.

Also, consider this.  If Snape is willing to believe that Sirius is 
an animagus, then he also has to accept that Peter is an animagus.  
This supports Sirius' story, and Snape being the wicked, evil half-
dementor that he is, would *never* want to believe anything that 
might prove that Sirius is telling the truth and does not deserve to 
die. 

Now, why doesn't Snape make off with the Marauder's Map?  Lupin is 
running around in the forest, and Snape knows the Map is still lying 
on Lupin's desk.  He could have (and may have) gone back to take it.  
When Lupin transforms back into a man, he learns that Snape has outed 
him, and Snape has skipped off with the Map.  Lupin demands it back 
from Snape, and Snape gives it back.  Or it is possible that Snape is 
so miffed about Sirius' escape that the Map is small potatoes and he 
doesn't bother with it.

Hey, it could happen, couldn't it?
