    The fact that Hogwarts  puts enchanted rose bushes out to 
decorate the grounds for the ball (rose bowers being  a 
traditional site for smooching) and then turns Snape loose to 
blast them  probably means they've got the same sort of 
muddled attitude I see in the literature from my son's high 
school. They  recognize that  a healthy interest in sex is part of 
growing up  but they'd rather not  deal with the consequences. 
So dances are held  but public displays of affection, pregnancy 
and marriage are all grounds for disciplinary action or expulsion.
   The fact that Molly and Arthur (both Gryffindors according to 
Ron) had to sneak outside  suggests that the dormitories aren't 
a romantic environment. They're probably watched over by those 
gossipy paintings and  talking mirrors. Also, we know that 
McGonagall is aware when the CR is occupied after hours, 
precisely because she shows up to send them all to bed after 
the Quidditch  party in PoA.
