Whirdy attempted to find fault with my (admittedly quite weak) theory:

Ok, but maybe it only shows the bearer if it has a pre-programmed instruction
for how to get some mischief done? It's a tool designed for a specific purpose,
after all. And the bearer presumably knows where he or she is. It probably did
show Harry, before Fred and George gave it to him.
