Wow!  Interesting theory, Dave.  That would explain the old question 
we've had for ages about why the false Moody taught Harry to resist 
the Imperius Curse.  But in order for your theory to be correct that 
would imply that Crouch was powerful enough to lie even when under 
the effects of Veritaserum.  I guess that's possible; maybe 
Veritaserum is like a lie detector -- it can be fooled by someone who 
knows what they're doing.  

But why would JKR do something like this?  It's hard to imagine what 
function in the overall plot this would have, since Crouch is now 
dead.  And now that I think of it, if Crouch was able to lie under 
the Veritaserum why would he say he was in league with Voldy?
