Then why not just ask the students which house they want to be in instead of going through a sorting ceremony with a hat that just puts them where they think they ought to go? I don't think that children would always pick the right place for themselves. Imho, the hat doesn't necessarily put them where they want to go. It looks at things in their persona that the kids probably don't even know exist in themselves.

There is one thing you must remember concerning the choosing hat: that,
foremost, he lets the student make his choice. If Draco Malfoy, with
all his Slytherin's traits, had asked to be put in Hufflepuff, he would
have been put there. Remeber what Dumbledore told Harry: it's not the
blood, nor the family, but what one chooses. Thus, Percy could have
wished to be put in Gryffindor and, even if he was more suited to, say,
Ravenclaw, the sorting hat would have put him in Gryffindor anyway.
