The Magic Gene is found in all humans. The Magic Gene expression is
regulated by either or a combination of Magic Gene Factors (MGF),
which act in an inhibitory or stimulatory manner. The quantitative
amount of MGF in any given individual determines the expression or
suppression of the MG for that individual. Magical "strength" is
related to the quantitative amount of MGF present in an individual.

the growth of a gland in magical folk while Muggles only have a
vestigal gland. Perhaps the 'correctness' of the concentration
affects the size of the gland which in turn affects the power of the
witch or wizard.
Just an idea.
Here's a thought...Maybe magical folk have an active appendix?
Medical science still isn't really certain what that organ does, so
maybe it is the center of magical ability in wizards? This allows for
everyone to have the potential for magical ability (Muggle-borns) but
wizards have an appendix that is more active.
The appendix is kind of skinny looking, like a wand, so maybe that is
why a wand can channel magical energy better...
Of course, why magical ability is attached to the intestines is an
interesting thought...
