Actually, she never clearly states the "only witch". She just says "a
witch in the family". Now my theory is actually that the family is a
wizarding family, and Petunia is a squib. My guess is that the parents
new this, and lived in the Muggle world so Petunia wouldn't feel so
awkward. And perhaps Petunia never knew her parents were wizards. This
could also explain why there are no grandparents left. I'm thinking the
Potter and Evans families were wiped out by V.
I think V just started going after families, and when their families
were hit, they went into hiding, hence the need for the secret keeper.

Just my theory...
