Wizarding late in life

I find that people (including me) have been thinking away in an attempt
to discover the person do tries to do magic in a desperate attempt late
in life. We know that someone does try because of interviews with
Rolwing, but we just don't know who.

After thinking about this, I remembered Filch's attempt to do magic in
CoS (was it CoS or PoA? My books are with a friend). So I'm wondering if
this is the person that Rowling referred to in her interviews. Other
than Filch, I can only think of someone in the Dursleys. Dudley is not
old, or late in life. Vernon, I wouldn't think has an ounce of magic in
him. Petunia might, but to be honest...as much as I like the idea of her
being a squib, I think it would actually ruin the plot device with the
Durselys.
