I know of no interviews in which JKR has stated that she is a witch.  I 
know of several where she claimed she was not Wiccan, does believe in 
God & attends the Church of Scotland from time to time (not all those 
statements in the same interview ... but 3-4 different interviews I 
believe).

The spells are "made up" (Latinized command words for the most part); 
she says so explicitly in one interview.  You might also check out this
