I tend to think that they probably are geared towards younger readers. 
Especially the earlier books. There is some merit to the concept that the 
books target audience is aging just as Harry himself is aging in the books.

I think it says a lot about the state of children's literature that books 
that focus on a young protagonist or that are geared at a younger audience 
tend to be dismissed as "just a kid's book", and that a good number of people 
have such a hard time marrying the concepts of children's books with good 
storytelling, complex plots, and a world that even many adults might want to 
visit. Whatever the age group the books were intended for, this list itself 
is a testament to the fact that many adults find these books enthralling, and 
complex and interesting enough to spend a decent amount of time analyzing and 
discussing.
