Hmmm, your post made me start to think (a rarity indeed!):

Perhaps the ban on entering the forest is double-edged: keep the 
children safe from the more dangerous denizens of the forest 
(werewolves, unreliable Ford products, etc.) *as well as* protecting 
the habitat, society, and welfare of the threatened species 
(unicorns, et al).

There can be no doubt that these creatures are endangered species. I 
suggest that the long-standing Hogwart's policy is as much about 
protecting *them* as it is protecting the kids.
