Of course the Kiwkspell brochure is a parody of those ads in magazines 
that promise some miraculous improvement in your life, usually losing 
60 pounds in three months, but sometimes fabulous career advancement 
from improving your vocabulary by listening to their audiotapes on 
your commute, so of course it is fraudulent.

However, I got the impression that, even as fraud, the Kwikspell 
course wasn't really intended for Squibs, but for wizards and witches 
who just weren't very good at magic. Who had gone to Hogwarts or the 
hypothetical less demanding school and maybe scraped through with a C 
minus average and three OWLs with the lowest passing score and 
MAYBE one NEWT, so they had already gone through most of the 
coursework and Kwikspell is just giving them a brush-up.
