Many Latin American nations declared themselves on one side or 
another in WWII, mostly Allied, and some I believe even sent a few 
troops, although none of them were all that involved.  Now, have we 
beaten this topic into the ground yet?

Just to veer it back to HP, while the war against Voldy/WWII 
parallels are fairly obvious, I think JKR is intending more to create 
parallels with the modern evil versions of creeping fascism and 
racism.
