While I am sure that many of us have some (rather kinky and perhaps
hopeful) ideas about why Sirius keeps around some manacles, I think
maybe that he recalls all the torture devices that Argus Filch keeps
in his office, in the hopes that Dumbledore will let him use them to
torture the students. Doesnt Filch say something about how he used
to hang students from the ceiling in the good old days? Probably
just lies, but still I wouldnt be surprised if old Filch didnt have
manacles and chains and a few other charming devices lying around.
Another possibly is that Sirius transfigured some other object that
was in the room into manacles.
