I think that poor, neglected, taken for granted,  Molly Weasley, whose husband is always rushing off to MOM errands and meetings...is vulnerable. When he is home, Arthur is always too busy tinkering with muggle artifacts to pay enough attention to her. (and weren't they heard arguing on more than one occasion?) 

Perhaps, at a book signing, Gilderoy Lockhart, for whatever reasons, (perhaps her gushing on & on about how wonderful his books are) ... becomes interested in Molly and they attend what starts off to be an innocent luncheon. (Even Molly's sons have noticed that "she fancies him," and when they confronted her about it, she blushed.
