I do not think it is common for children to have breaking voices 
before even being 13 (and Harry does nto get 13 until after the end 
of CoS).  It is not mentioned in the books anything about the 
awkwardness of breaking voices (and it is a bit awkward).  JKR may 
have her opinion on this as well, having said something about this to 
the moviemakers as well (she may have been planning for Harry's voice 
to break in book 5, for instance).
