She didn't get in trouble for the same reason Harry didn't get in 
trouble for what he did to Dudley or George did for turning Ron's 
teddy bear into a spider: they're all too young to be responsible.  
They've had no training and haven't been served notice of the no-no's 
of the wizarding world.  It seems that all wizard children do 
it,including the little girl on the toy broomstick at the World Cup or 
the little boy expanding the slug.[in GoF].  Once they've been taught 
some magic, now, they have to be taught some restrictions.
