I suggest that Father Christmas (do prefer that to S.C.) DOES use
the floo network in the HP universe -- and only visits Witch/Wizard 
households...we haven't heard about it yet because HP has only
been at Hogwarts during Christmas where Albus Dumbledore plays the 
role of F.C, and ensures that all are happy
