No way! Palin is much too sweet. He has the kindest face and IMO he 
does goofy-boneheaded-amiable-dumb even better than apoplectic ("He's 
pinin' for the fjords"). He would make a perfect Arthur Weasely. For 
Vernon - how about Terry Jones? He has the right physique and, IIRC, 
he was brilliant as Brian's horrid mother.
