Yup--it's called "code-switching," and Harry's fluent.  In Privet 
Drive speak, "Muggle" is translated to "normal person."  "That great 
bullying git" is translated to "Dinky Duddydums."  And "I'm going to 
go bats**t insane if I don't get out of this house NOW" is translated 
to "I have to go write a letter to my godfather."
