However this apparently was a recent development. There was the Bartemius
Crouch Jr. trial shown at one point, as well as the Karkaroff trial.

We're never really told what the penalty is for being an unregistered
animagus is... maybe it's considerably lighter than being thrown into
Azkaban. I'm thinking it's more along the lines of the Underage Wizarding
Act violations or the Muggle Protection Act violations.
