There have to be scholarships or something.  Harry's rich, he pays his 
own way.  But Riddle was one of the best students Hogwarts has ever 
had, and he was penniless and parentless.  Bet the school paid his way 
(they'd have to at least have paid for his books/supplies).  Bet they 
regret it, too.
