The spell is not given. It just says that he raised his wand and a
moment later Pettigrew was lying bound and gagged on the floor. But
you can invent your own rather easily. Spell words are almost always
directly from the Latin. You might want to use "Revincio," pronounced
reh-VIHN-see-oh, which means "to bind tightly." That's not canon, of
course, but it certainly fits the format JKR uses.
As you are working, you might also want to take a peek at the Lexicon
for reference. Many fanfic writers do. Every spell in the canon is
found in it's encyclopedia of spells, including magic words with
etymologies and descriptions of the spell effects. There is a fair
amount of other detail information covering all four books that you
might find helpful.
