I don't read it like that. I don't think Sirius is saying "If I'd been the 
secret keeper, I wouldn't have betrayed James, I would have been braver than 
you."

IMO Sirius feels hurt. Peter had such wonderful friends, friends that would 
die for him. I think what Sirius is really saying is "Peter, why the hell 
did you throw what we four had away? We cared about you, but if you could do 
that, did you ever really care about us?"
