Yes, but I was inclined to think that his parents moved to Britain
(probably for job reasons), so that Seamus either was born in Britain or
moved there when very young.

Dumbledore made James a prefect (and then Head Boy) and James did a lot
more rule-breaking Harry.

Considered as just any student, Harry is at least one thing special: the
Quidditch star. I may not approve of giving people non-athletic honors
just because of their athletic accomplishments, but it does happen. Who
do you think is more worthy to be the boy Gryffindor prefect of class of
1998 than Harry?
I agree with Melanie and all that Harry being prefect would be one more
burden of envy for Ron to suffer under, but there's no evidence of Ron
having better grades than Harry or more school club participation or
anything like that, and I just don't see JKR doing anything for the
purpose of being nice to Ron. She seems to like to turn up the pressure
on him.
I can imagine Dumbledore making Neville the prefect as a way to force
him to live up to the job, but Neville's grades are worse than Harry's.
Are you suggesting Dean or Seamus?
