A "bowler" is the British term for what an American would call a
"derby" hat.  It has a certain "middle-class" air the way a top
hat has an "upper-class" look.  You may notice that Cornelius
Fudge wears a bowler (it's purple, isn't it?  Or was it green?),
hence, probably, the remark about the MOM.
