Last time magic was done in Privet Drive in the holidays the ministry
accused Harry though he hadn't done it, so the action of the ministry proves
nothing. In fact, Fudge is wrong about practically every statement he makes
in the entire canon. However, I do not believe Petunia was responsible for
blowing up Marge, whom she rather likes. I actually think that Petunia
hates Lily (and Harry) just as much as she says she does and that Fudge's
claim that the Dursleys are fond of him "very deep down" is as wrong as all
his other statements. FFamilies can really really dislike each other to that
extent - if you want any evidence JKR claimed in an interview that she based
Marge on her own grandmother.
There are a lot of characters we haven't been introduced to yet, judging
by the fact that major new characters have been intorduced in every book so
far and not just as DADA teacher, and it is more than likely that the
magical late developer will be one of those.
