I dont think that this is necessarily logical.  True, Flamel is an 
extremely skilled alchemist -- apparently the only alchemist talented 
enough to create a Philosopher's Stone (just to give it its correct 
name).  And he happened to create that which Voldy wants the most.  
But just because he is a brilliant alchemist doesn't mean he is the 
best wizard in the world, or that he should be the Head Honcho, 
anymore than Albert Einstein should have been made president because 
he was the most brilliant scientist in the world.
