We actually don't know this for sure. It might be like <politics on> the US
president, who is elected by a majority of the electoral college but cannot
be removed by the electoral college, but rather by the Senate, if the house
votes to impeach. </politics>
In other words, the headmaster might be voted by the teachers, named by the
ministry of magic, voted on by the students, etc., but then is in the
position for (a) a term of years or (b) life UNLESS the governers vote to
remove him from his position.
