Snape cannot become a spy again, IMHO. Voldemort can always tell
falsehoods. So unless he truly is returning, then Snape is dead as a
doornail. If Voldemort DOES accept him, then Dumbledore would smell a
rat since Snape would have to be sincere in his desire to return.
What is his mission? I suspect it is the same thing that he did to
gain Dumbledore's trust. Dumbledore doesn't trust Snape simply
because he became traitor to Voldemort. If that were the case then
Dumbledore would have told Harry when he asked because Harry already
knew it.
Snape did something else, something extraodinary to get Dumbledore to
trust him. When Dumbledore turned to Snape and asked him if he knew
what he needed to to ask him to do, Snape knew immediately what it
was. I really suspect that it is to repeat when he did way-back-when
that caused Dumbledore to trust him.
