I have some comments, actually, before I answer some of the questions.

First, did anyone else think it was brilliant that chocolate is what 
makes you feel better after experiencing a Dementor's effects?  I 
loved that.

Second, and I know this has been discussed, but how do wizards 
communicate with Dementors?  Does Fudge have to conjure a Patronus 
every time he goes to Azkaban?  Or can one just speak to them 
normally?  How do wizards know that they understand?  I'm assuming 
that the "silvery stuff" shot at them by both Lupin and D were 
Patroni, but if Dementors feed on thoughts and emotions, are words 
needed to be spoken to them?  This puzzles me.

I'm willing to bet that it was Fudge who initiated it, but that could 
be because I don't trust him much in relation to his decision making.  
I don't think enought thought went into the long-term effects of 
Dementor exposure.

Dementors controlling Azkaban get a guaranteed three meals a day.  
Since Voldie was no where to be found, the Dementors (who are loyal to 
no one) took the offer.

No I don't, especially because I wonder just how many wizards/witches 
ended up in Azkaban the way Siriusly did.
