This is purely speculative on my part, with almost nothing in the 
canon that supports it outright.

I think Harry's scar connected him to Voldemort in more ways than the 
scar pain reveals. The scar prior to GoF is the link that helped to 
keep Voldemort 'alive' after the Godric's Hollow incident. Harry 
shared Voldemorts murderous feelings and even saw the murder of Frank 
Bryce. Perhaps the Dementors sensed this Voldemort connection in 
Harry and that's why the Dementors tried to kiss him.
