I always assumed (dangerous of me) that the map simply shows the people that
are relevant to the user.  i.e., I'm re-reading PoA, when Harry gets the map
for the first time he makes note of Mrs. Norris, Peeves, and Dumbledore.  I
imagine the other professors are on there as well as Filch.  I've never
really thought that the MM shows everyone and everybody in the school.
Presuming this is the case, then there's absolutely no reason for Peter to
show up, until Lupin looks at it.  Since I'm sure Sirius is weighing very
heavily on his mind, Peter would appear given the strong connection between
the three and their current situations.
