um....well, personally I think you're giving Petunia too much credit.  If 
she was so concerned with Lily and the wizarding world, one would think 
she'd have at least a passing intrest in Harry's welfare.  But although 
there were plenty of opportunities for her to show this - giving Harry 
something other than cold soup when he was locked in his room in book 2, for 
example - she never has.  Which leads me to believe that she's just as 
rotten as she appears to be.
