There's nothing in the canon to support this, but I imagine there is 
some kind of Muggle orientation contact person at Hogwarts. It would 
be a shock to get a letter (and no other explanation) that your child 
is a wizard/witch and has been accepted to Hogwarts. I would assume 
that Muggle families get a visit by someone (McGonagall?) to answer 
any questions such as "whaddya mean my Horace is a 'wizard', no one 
else in the family is?" or "what the heck is a 'Hogwarts'?".

The Dursley's probably didn't get any additional counseling in regard 
to Harry because Dumbledore probably took for granted that Petunia was 
familiar with Hogwarts and the magical world and that he had already 
explained Harry's situation in the letter he had left with baby Harry.
