Harry is a very special student.  Maybe Hogwarts doesn't do anything 
special about it, which is strange. Early in SS/PS Hermione says she's 
pleased to have gotten her letter without mentioning any other special 
treatment. But can you imagine the scene at the Granger house?

"Did you see the post, dear? Hermione's been accepted at a school for 
witchcraft!"

"Oh, jolly good, dear! I suppose she'll go off to live in  this, 
what's the word, coven? I suppose we'll just have to let her nip off

My hypothesis is that the best people to help these Muggle parents are 
other Muggle parents of magical students.  They've been through the 
experience of having their sense of reality turned upside down, so 
they can support the parents who are going through it. IOW, if you got 
a letter for your child, the Grangers might visit your house to help 
you through it. I even wrote a fic about the process as I see it.
