Chances are, Hermione's parents didn't even know that magic existed 
before they got the letter from Hogwarts. Remeber what Mr. Weasly 
said: "they'll go to any lengths to ignore magic". While Hermione 
probably made some strange things happen, I doubt anybody really knew 
what was going on. 

As for Harry, I think the problem is that the Dursleys *did* 
recognize what he was doing as magic. Their goal was to stamp the 
magic out of him, so they got even harsher with him when they 
realized that he was still doing it.
