In my opinion, Ron didn't use magic there.  He used a magical
device but did not actively use magic.  That is to say that
the car acted like magic (wands, in this case) was like a key.

There's a difference between that and the Hover charm used in
the Dursley's house.  Call it active versus passive, if you
like.
