No, not in the way that I'm proposing, he was not using magic.  He was using
a device imbued with magic (the wand) as a 'key' device.  He cast no spell
or charm, like what Harry was sent a MoM message about.

Look at it this way: when you start a car (or open the trunk), you insert a
key into the ignition/lock and turn it.  The only difference here is that
instead of inserting a key and turning it, Ron taps the lock/ignition with a
wand.  Same thing.

The reason why he didn't want anyone watching is more because... well, how
would YOU react if you saw someone start a car by pointing a long stick at
the ignition?
