I have wondered about this since I first read CoS.  I have a couple 
theories, one involving the concealment of magic from muggle eyes, 
and one concerning the fact that Harry Potter is not an ordinary 
underage wizard.

The MoM is quite serious about keeping magic secret from the muggle 
world.  If an underage wizard living in a magical household preformed 
some magic, it probably wouldn't suprise their parents, and if 
trouble arose, there would be an adult around to fix the problem.  
Plus, some wizarding households, like the Weaslys, use magic for 
nearly all household activities.  Perhaps the reason that the MoM 
swooped down on Harry and the dropped pudding, and ignored Ron 
starting a car with a wand, is the fact that the magic involving the 
pudding was done in direct sight of muggles.  However, if this was 
true, Harry should've gotten into some kind of trouble when he blew 
up his aunt.  Even though his life was thought to be in danger, he 
didn't even get scolded.   The MoM is inconsistent....

Another theory I have concerns Harry and the unusual events 
surrounding his life.  He seems to get in trouble an awful lot in 
CoS.  Perhaps his teachers want to impress on him the fact that just 
because he is famous, and survived a deadly curse, doesn't mean he 
can get away with doing whatever he likes.  Kind of the opposite of 
Aunt Petunia spoiling Dudley and ignoring his transgressions.
