Here's one out of left field (where is that BTW? is it baseball?):

Neville has a MOM memory charm on him because of the Lestranges etc.  Part of the suppressed memory is that Snape (then still a DE) did something nasty.

New Snape now disapproves of the memory charm on Neville (as I imagine Dumbledore does - think of the scene in GOF when he forces Harry to go over the rebirthing) and is trying, in his own inimitable manner to shake it by being unpleasant to Neville.  Neville can never be confident until he has his memory and full identity back, so this takes priority (in Snape's mind) over his immediate needs for upbuilding.

In a future book we will see a confident proto-Auror Neville who would expelliarmus Snape at the drop of a vulture hat.
