#1.  Fawkes gave 2 seperate feathers, allowing Mr. Ollivander to make 
2 sperate wands, with the 2 said feathers, thus the wands that were 
made are brothers because their feathers came from the same bird.

It so happens that the phoenix whose tail feather is in your wand, gave
another feather--just one other." 
So that should settle how many feathers Fawkes gave.  Mr. Olivander
didn't have to split one or anything like that, and there were only two
wands to come from Fawkes' tail feathers.
