But what about the International Decree on Wizard Secrecy (or 
something to that effect)?  

Obviously there has to be a way, but I think the Dursley's showing up 
at a muggle post office with a package (well, how big could it be if 
it contains a single, solitary tissue) addressed to:
 
 Hogwarts School Of Witchcraft and Wizardry
 Somewhere in Britain
 U.K.

would be a little odd to the Post Master (or whatever his title may 
be in the UK).

I don't think anything goes through the muggle post.  I think that 
owls go off to each students home that stays over the Christmas break 
to pick up their presents.  And the Dursely's obviously know that 
owls are used for the post, therefore, when one showed up around 
Christmas, they figured out (ok, so I'm giving them a lot of thinking 
credit here) that it was there to pick up Harry's pressies.
